Cambodia and the Philippines have pledged to deepen their collaboration in technology and digital government initiatives to strengthen the global digital governance framework.

During a joint press conference in Siem Reap, Cambodia’s Minister of Post and Telecommunications (MPTC), Chea Vandeth, and the Philippines’ Department of Information and Communications Technology (DICT) Secretary, Ivan John E. Uy, highlighted the progress of their bilateral partnership in the digital sector.

The discussions underscored the significant strides being made by both countries in digital government transformation. Vandeth outlined ongoing initiatives, including technology transfer and the exchange of expertise between the two ministries. Key projects in focus are Cambodia’s blockchain-based document verification platform, verify.gov.kh, and the Philippines’ upcoming eGov SuperApp, set to launch in 2025.

Platform and App Development

Praising the eGov SuperApp, Vandeth emphasized its capability to integrate diverse government services and its potential to inspire Cambodia’s DG SuperApp development. He identified three key outcomes of this partnership: accelerating digital transformation in both countries, ensuring appropriate technology selection, and strengthening diplomatic ties.

Meanwhile, Uy shared insights on the Philippines’ verify.gov.ph platform, which combats document forgery and provides seamless access to verified public records. He lauded Cambodia’s verify.gov system for its efficiency in verifying identification documents, civil status certificates, and academic credentials.

The partnership includes joint training programs for technical teams, fostering capacity building and knowledge exchange. Both nations aim to enhance digital infrastructure and adopt optimal solutions for digital government transformation.

Vandeth highlighted Cambodia’s blockchain-powered verify.gov.kh platform, which ensures secure document verification through standardized QR codes, reducing costs and boosting trust. Meanwhile, the Philippines’ eGov SuperApp is designed to consolidate government services into a single, user-friendly online platform, simplifying access for citizens.

Advancing Digital Governance

The collaboration builds on the Act of Solidarity signed in December, reaffirming the shared commitment to advancing digital governance. This partnership reflects the two nations’ vision of utilizing innovative technologies for efficient, accountable, and accessible public services.

This initiative also acknowledges the leadership of Uy and the DICT in pioneering e-government solutions under the administration of Philippine President Ferdinand R. Marcos Jr. It marks a new chapter in the long-standing diplomatic relationship between Cambodia and the Philippines, setting a precedent for broader international cooperation in digital government transformation.
